Surah At-Tawbah (9:92)
وَلَا عَلَى ٱلَّذِينَ إِذَا مَآ أَتَوْكَ لِتَحْمِلَهُمْ قُلْتَ لَآ أَجِدُ مَآ أَحْمِلُكُمْ عَلَيْهِ تَوَلَّوا۟ وَّأَعْيُنُهُمْ تَفِيضُ مِنَ ٱلدَّمْعِ حَزَنًا أَلَّا يَجِدُوا۟ مَا يُنفِقُونَ
And there is no [blame] upon those who, whenever they came to you for you to carry them, you said, “I do not find anything on which I can carry you,” so they turned away while their eyes overflowed with tears, out of sorrow that they did not find anything to spend.
