Surah At-Tawbah (9:8)

كَيْفَ وَإِن يَظْهَرُوا۟ عَلَيْكُمْ لَا يَرْقُبُوا۟ فِيكُمْ إِلًّا وَلَا ذِمَّةً يُرْضُونَكُم بِأَفْوَٰهِهِمْ وَتَأْبَىٰ قُلُوبُهُمْ وَأَكْثَرُهُمْ فَٰسِقُونَ

How [can there be a treaty], when, if they gain the upper hand over you, they would not regard in your case any bond nor any obligation? They seek to please you with their mouths, while their hearts refuse, and most of them are defiantly outside the bounds.
