Surah Al-A'raf (7:102)

وَمَا وَجَدْنَا لِأَكْثَرِهِم مِّنْ عَهْدٍ وَإِن وَجَدْنَآ أَكْثَرَهُمْ لَفَٰسِقِينَ

And We did not find, for most of them, any commitment; and indeed We surely found most of them to be ones who break out (from right conduct).
