Surah Al-An'am (6:123)

وَكَذَٰلِكَ جَعَلْنَا فِى كُلِّ قَرْيَةٍ أَكَٰبِرَ مُجْرِمِيهَا لِيَمْكُرُوا۟ فِيهَا وَمَا يَمْكُرُونَ إِلَّا بِأَنفُسِهِمْ وَمَا يَشْعُرُونَ

And thus We have set up, in every town, the greatest of its criminals so that they may scheme within it; yet they do not scheme except against their own selves, while they are not aware.
