Surah Ya-Sin (36:8)

إِنَّا جَعَلْنَا فِىٓ أَعْنَٰقِهِمْ أَغْلَٰلًا فَهِىَ إِلَى ٱلْأَذْقَانِ فَهُم مُّقْمَحُونَ

Indeed, We have placed shackles upon their necks, so they are up to the chins, and thus they are held with heads forced up.
