Surah As-Sajdah (32:13)

وَلَوْ شِئْنَا لَـَٔاتَيْنَا كُلَّ نَفْسٍ هُدَىٰهَا وَلَٰكِنْ حَقَّ ٱلْقَوْلُ مِنِّى لَأَمْلَأَنَّ جَهَنَّمَ مِنَ ٱلْجِنَّةِ وَٱلنَّاسِ أَجْمَعِينَ

And if We had willed, We would surely have given every soul its guidance; but the statement from Me has become binding: I will most certainly fill Hell with the jinn and humankind, all together.
