Surah Ar-Rum (30:48)
ٱللَّهُ ٱلَّذِى يُرْسِلُ ٱلرِّيَٰحَ فَتُثِيرُ سَحَابًا فَيَبْسُطُهُۥ فِى ٱلسَّمَآءِ كَيْفَ يَشَآءُ وَيَجْعَلُهُۥ كِسَفًا فَتَرَى ٱلْوَدْقَ يَخْرُجُ مِنْ خِلَٰلِهِۦ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنْ عِبَادِهِۦٓ إِذَا هُمْ يَسْتَبْشِرُونَ
Allah is the One who sends the winds, so they stir up a cloud, then He spreads it out in the sky as He wills, and He makes it into pieces, so you see the downpour coming out from its midst; then when He strikes with it whom He wills among His servants, thereupon they become full of glad expectation.
