Surah Al-Qasas (28:59)

وَمَا كَانَ رَبُّكَ مُهْلِكَ ٱلْقُرَىٰ حَتَّىٰ يَبْعَثَ فِىٓ أُمِّهَا رَسُولًا يَتْلُوا۟ عَلَيْهِمْ ءَايَٰتِنَا وَمَا كُنَّا مُهْلِكِى ٱلْقُرَىٰٓ إِلَّا وَأَهْلُهَا ظَٰلِمُونَ

And your Lord was not one to destroy the towns until He had raised up in their principal one a messenger, reciting Our signs to them; and We were not destroyers of the towns except while their people were wrongdoers.
