Surah Al-Isra (17:16)

وَإِذَآ أَرَدْنَآ أَن نُّهْلِكَ قَرْيَةً أَمَرْنَا مُتْرَفِيهَا فَفَسَقُوا۟ فِيهَا فَحَقَّ عَلَيْهَا ٱلْقَوْلُ فَدَمَّرْنَٰهَا تَدْمِيرًا

And when We intend that We destroy a town, We command its luxuriant ones, then they deviate therein; so the word becomes binding upon it, and We annihilate it with utter annihilation.
